Idaho Made the Five-State Nuclear Shortlist. The $50 Billion Question Is What Comes With It
The Trump administration's proposed campus could bring nearly 25,000 jobs while putting used-fuel recycling, waste rules and Idaho oversight at the center of the deal.
Idaho has moved into a five-state federal competition that could reshape the state's economy, energy industry and nuclear responsibilities for decades. The U.S. Department of Energy announced Tuesday that Idaho is one of five potential hosts for a Nuclear Lifecycle Innovation Campus after reviewing 28 applications from 26 states.
The opportunity is enormous, but it is not a simple factory recruitment. The federal concept joins nuclear-fuel production with used-fuel reprocessing and waste disposition, making jobs, state authority and long-term environmental safeguards part of the same negotiation.
Five states are now at the table
Energy Secretary Chris Wright signed memorandums of understanding with Idaho, Utah, Tennessee, Oklahoma and Louisiana to keep exploring possible campuses. The agreements move those states into the next phase, but they do not award a campus, approve construction or settle where any Idaho facilities would go. The department says states that continue will negotiate hosting agreements later.
The federal plan reaches across the entire fuel cycle. A campus could handle fuel fabrication, uranium enrichment, reprocessing of used nuclear fuel and final waste disposition. Depending on the location and state priorities, it could also include advanced reactors, electricity generation, manufacturing and data centers.
That broad scope is why the decision matters beyond eastern Idaho. It could place Idaho closer to the center of America's domestic nuclear supply chain while giving state leaders a direct role in deciding which activities Idaho is willing to host and under what terms.
The economic promise is unusually large
The Energy Department estimates that an established campus could attract as much as $50 billion in capital, yield as much as $10 billion for state and local governments through tax collections and create nearly 25,000 jobs. Those figures are projections, not guaranteed Idaho results, but they explain why 26 states entered the process.
Gov. Brad Little submitted Idaho's bid this spring with support from the state's Advanced Nuclear Energy Task Force and more than a dozen letters from industry and public officials. His case rests on Idaho National Laboratory's long record in reactor research, its skilled workforce and the state's ability to pair reliable power with advanced manufacturing. Little said Tuesday that Idaho wants to keep advancing every stage of the nuclear lifecycle while strengthening national energy security and creating well-paid work.
A separate federal project already shows what that next stage could look like. The Energy Department recently closed applications for a private partner to build and operate a used-fuel recycling demonstration at the Idaho National Laboratory site. That proposal would convert an inventory of 3,400 unused fuel elements from the Advanced Test Reactor into high-assay low-enriched uranium for advanced reactors. It is distinct from the campus competition, but it gives Idaho a concrete foothold in the same emerging supply chain.
Idaho's waste guardrails still matter
The hardest part of the campus proposal is written into the federal description: final disposition of used nuclear fuel. Idaho has spent decades making sure nuclear expertise does not turn the state into the country's default waste repository.
The 1995 Idaho Settlement Agreement between the state, the Energy Department and the U.S. Navy barred permanent storage shipments to the Idaho National Laboratory and required major cleanup, treatment and removal work. Later agreements allowed limited research material under specific conditions while preserving state oversight.
That history gives Idaho leverage, but it also raises the standard for any new deal. The Idaho Department of Environmental Quality independently tracks waste and monitors air, soil and more than 100 water locations around the laboratory and the Eastern Snake River Plain Aquifer. Any hosting agreement will need to explain how those protections, removal commitments and state enforcement powers fit with a campus that may handle more of the fuel cycle.
The next decision is about terms, not slogans
Tuesday's announcement starts a negotiation. It leaves the biggest Idaho questions unanswered, including the site, the exact mix of operations, waste ownership, removal deadlines, water protections, emergency planning and how tax revenue would reach local communities.
Idaho enters that negotiation from a position few states can match. It has the laboratory, the workforce, a governor actively pressing the case and a long record of forcing federal nuclear work into enforceable agreements. If Washington wants Idaho's expertise, the strongest outcome will pair the jobs and national-security gains with clear limits, measurable cleanup duties and durable local control.
